Planning Services represents the statutory town planning and building operations for the Council. The business unit is staffed by an integrated, multi-disciplinary group of professionals who are committed to administering the development approval process as they relate to town planning and building matters. The unit implements the Council's strategies, plans, policies, Town Planning Scheme No. 3, Building Code of Australia and relevant legislation through planning approval, building, demolition and related licenses, strata titles, subdivision applications and a number of local law licenses.
The Unit is designed to have particular regard to the unique qualities that make Fremantle what it is today. In administering the approval process, detailed attention is drawn to the heritage matters and addressing the regional status of the City.
This business unit also works with elected members, staff, the community and other stakeholders of the City to define, plan for, monitor and facilitate implementation of the vision for Fremantle.

Environmental Planning

Environmental Planning incorporates groundwater monitoring at the former South Fremantle Landfill, implementation of key projects to reduce greenhouse gas emissions including the Cities for Climate Protection program and the Wipe Out Waste program, providing advice on general environmental and sustainability matters to the organisation and the community and facilitating and supporting the Living Smart program and other initiatives which contribute to sustainability in Fremantle.
Heritage Planning

Heritage and Conservation Planning incorporates major projects and initiatives involving statutory responsibilities for Fremantle’s heritage, conservation strategies, funding, incentives and physical conservation of the City’s heritage buildings and historically significant/traditional streetscapes.
Land Information System

The City's Geographic Information System is being developed and maintained. GIS is an electronic mapping system showing aerial photography, property, infrastructure, zoning and other area mapping of land within the City. This mapping is linked to information such as planning, rating, building, trees and dog licence details.
Land Use Planning
This includes preparation of town planning scheme amendments; preparation and implementation of strategic plans for Fremantle; preparation and review of strategic planning policies; preparation of study briefs and management of consultant studies; representing Council at various committees, professional and related forums; and community liaison including local residents, interest groups, businesses and other government authorities.
Urban Design

Urban Design is principally involved with initiatives to upgrade the public domain throughout the municipality; either through preparation of strategies and policies to guide ongoing streetscape improvements, such as paving, street furniture, signage and lighting, or through studies and concept designs for special upgrading projects, such as Cantonment Street, Queens Square, Kings Square, the City Centre ‘Blueprint’, and the Local Centres Improvement Program.
Environmentmental Health

Urban Environment represents the Environmental Health and Planning Enforcement operations of Council. The unit is staffed with qualified professionals committed to applying legislative controls delegated and formed by Council.
Urban Environment promotes and protects public health and the environment through the fulfillment of Statutory obligations together with the provision of information and services to customers to enable informed decisions to be made about their own health and environment.
