Where are the Council Meetings held?

Council meetings are held in the Council Chamber. Access is via the curved white stairs opposite Myer, near the Children's playground in King's Square.

Where can I collect a Notice Paper?

Council Notice Papers act as an agenda for the full Council Meeting and can be collected as you enter the Council Chamber. Alternatively a copy of the Notice Paper can be viewed in the City Library or the Service and Information Centre from the Thursday evening prior to the Council Meeting.

If you want to refer to an attachment in the Notice Paper you will need to seek out a copy of the appropriate Standing Committee Meeting Agenda. For further information, telephone the Service and Information Centre during office hours on 9432 9899.

Can I participate?

Yes, to a certain extent. You are able to ask questions during public question time at the beginning of the meeting. The questions must relate to matters that affect the Council. You are not permitted to make general comments and observations.

Most items put forward at Council Meetings have been discussed at Committee level where you would have had the opportunity to speak on a particular item.

We welcome you to listen to the proceedings, however there is not the opportunity to become involved in discussion during the Council Meeting.

How does Public Question Time work?

  • Immediately following the opening of the meeting, the Mayor will call for questions relating to the Notice Paper. Other questions relating to the municipality but which are not on the Notice Paper will also be taken.
  • When invited to do so by the Mayor, give your name and the item you are referring to. All questions must be directed to the Mayor.
  • The Mayor will answer the questions if possible, but can refer questions to Councillors and staff.
  • A summary of your question and a summary of the response received will be documented as part of the minutes.
  • You are not obliged to stay for the full meeting and are able to leave the Council Chambers at any time during the meeting.

Declaration of Financial Interest

Elected Members are required by the Local Government Act to declare the nature of any financial interests they have in relation to any item being discussed by Council or Committee. Having done so they are required to leave the meeting during discussion of the item.

Confidential Items

Occasionally you and other members of the public may be requested by the Chairperson to temporarily leave either the Committee or Council Meeting for discussion of a confidential item.

A decision to close any part of a Committee or Council meeting must be by the Committee's resolution and must be minuted along with the reason why. Discussion of the confidential item will not be minuted, although the resolution will be.
