City Management undertakes the senior management function for the organisation. It drives corporate planning and management within the organisation in addition to undertaking a range of statutory responsibilities placed upon the Chief Executive Officer.
The Chief Executive Officer is Council's most senior officer. The CEO leads the staff group and ensures that Council's policies and decisions are implemented. The Chief Executive Officer works in close partnership with the Mayor to promote the City and to link with the community and business sectors. He also operates as Council's spokesperson in the absence of the Mayor.

The Media Relations Office reports to the CEO. The major activities of the Media Relations Office are:
- To receive media enquiries and follow them through
- To prepare written information for the media such as media releases, statements and background
- To provide advice to the CEO, Mayor and Directors on media issues
- To provide a promotional service to the organisation in terms of promoting major council activities and issues through the media
- To write and produce official Council publications such as the annual report, budget brochure and welcome book and assist staff with the production of written material
- To coordinate the weekly advertising of public notes in the local media

The Marketing team works to build a positive, recognisable and consistent image for the City of Fremantle; and aims to increase awareness of the City’s services in the community. Marketing incorporates the development and implementation of the City's marketing and communication plan, market research and the facilitation of strategic and mutually beneficial partnerships.
Marketing are also responsible for provision of the corporate support services of functions and meeting support.

Economic Development incorporates the facilitation of the location, expansion and retention of business investment in Fremantle, as well as developing partnerships with the business and wider communities to establish economic development programs and services; working with Fremantle First on tourism, retail and commerce & industry projects. Economic Development is also involved in the ongoing review of City of Fremantle's property portfolio.
